I keep getting the following errors when trying to retrieve my e-mails using Outlook Express, It is OK if I use Outlook, why is this happening?
An attempt to allocate memory failed. The system is out of memory. Account: 'Breathe', Server: 'imap.breathe.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x8007000E

You don't mention what operating system you are running.
It sounds like a lack of disk space on your computer, I would start with a disk cleanup, scan disk and defragment.

Nothing to lose by turning off OE and turning it on again and then immediately from the File menu > Folders and Compact all folders.
Which firewall(s) is(are) running?

I am running XP sp2, as I mentioned I am able to download all messages using Outlook, it is only Express that is the problem. I regularly use Ccleaner, Spybot Search & Destroy, Regmech & AVG Anti-Spyware every Saturday, I am now trying the disk clean up utility and will let you know if it works.

Still think it likely that you have corrupt, overfull, fragmented or otherwise bad folders (.dbx files) in your Store Folder. If compacting didn't help then suggest trying renewing them. The path to the store folder is given by Tools -- Options -- Maintenance -- Store Folder.
Copy and Paste the path somewhere so that you can reuse it in the future if wanted (the default will contain one long id string).
Create a folder (eg OExp) somewhere handy like in My Documents or the C: drive.
Move the store folder to the new location you have just made from the Maintenance Tab. Close down and restart OE.
Try send/receive mails.
If unsuccessful close OE
Rename the OExp (or whatever) folder you created to OExpOld
Restart OE and it will create pristine new folders in a brand new OExp folder that it will make for itself.
Try send/receive mails again.
You can always change back to the originals by either repointing to OExpOld Folders from the Maintenance Tab or by appropriately renaming the two folders OExp and OExpOld.
PS An alternative is to create and use a new identity.
