I have been trying to make O/Ex (Outlook Express) download my email from
both Yahoo & GMail, to no avail. I found that with the Yahoo acct. I needed
Yahoo mail Plus, I don't have it. But with the other one I followed the manual
setting first as explained in the google site, then the automatic setting feature
they have and neither one worked.
My questions now are: Is everything lost with this O/Ex? Do I need to move
to another program that does the same tasks as O/Ex?

Should be straightforward enough to set it up for gmail. Did you first enable POP in your Gmail account on the web and then set up the two mail servers in OE with the specific port settings?

All I can suggest then is another mail client such as Mozilla Thunderbird (http://www.mozilla.com/en-US/thunderbird/) or Eudora (http://www.eudora.com/download/) unless you have some security application such as Norton Internet Security or other firewall interfering in some way. I have setup Gmail on TB on numerous occasions without any problems.
