network pc can`t save setting

I am working on a netowrk with xp.
I changed computer name of one pc and after rebooting I see the old name again try many times but still the same wont accept the new name , not only this but when install any program will be deleted after rebooting
anyone who has idea how to resolve this configuratin will be highly appreciated

no not in domain based its peer to peer but some PCs configured to delete all new configuration on system bootup .

that is a program called "drive shield" (or something similar) and it prevents changes to the computer. (it deletes all installed files upon restart).
