How can I improve internet speed slightly?

I live in Spain and unfortunately in my area I can only get 1mbps connection.When I use various bandwidth tester sites the maximum speed result is giving me 700kbps,even from sites from Europe.shouldnt it be giving me a higher rate(ie nearer 1mb)???
I know you can buy these programs that "Apparently" improve connection but is there anotherway,ie opening more ports or something or maybe a program that actually works.??

The reason why im asking is because I use a pay per view football site which has a minimum of 1mb to get a smooth stream and mine keeps breaking up every few seconds because it looks like im not getting a true download speed.

Nope...that is about right. You lose somewhere between 25-35% of your advertised BW to overhead.
