are simms and dimms interchangeable provided speed and capacity requirements are observed?

If by interchangeable you mean usable in the same slots, no. If the motherboard has 72 pin and 168 pin slots, both can be used by the board, but not necessarily at the same time. Some boards will use both, some will use only one type at a time. Check the motherboard manual to be sure.
In most cases if the board does support SIMM and DIMM at the same time, the SIMM chips have to be in a certain bank, and should be the same speed as the DIMM. Meaning if the DIMM memory is 70ns the SIMMs must be the same.
