hmm so my dell inspiron 5150 stopped working because of a motherboard failure (99.9% sure)
spending 300$ for a new motherboard doesnt sound like an option as it would be a waste of money since this laptop is around 5 years old
so i was wondering if I could put the processor, mobile pentium 4 3.06ghz into another motherboard that i could put in a desktop case?
and if so what are some of my motherboard choices?

You can indeed do that. But first you need to find out what socket that CPU uses and what specs. FSB, multiplier, HT or not, etc.

how would i be able to find all that information out
i know its a mobile pentium 4 3.06ghz

The S-spec # on the CPU itself. Enter that into Intel's site and they'll tell you everything you need to know. ;)
