Thanks to you help I have gotten into the bios of my pentium 4 1.5 HP 9880. It has phoenix bios setup utility. I can not figure how to increase the voltage. If you can't then where can you do it? I only need to go from 15v to 15.10v and that will it up from an underclocked situation. thanks in advance for your help gameguy32. My email address is incase it is a very detailed response is gameguy32@lycos.com.

To set the core voltage on most motherboards, you have to open the case(with power off)and change jumper settings on the motherboard....having said that, you're computer is definately not underclocked as a result of core voltage being too low (although that could be part of the underclocking process).......The ONLY way it can be Under/Over clocked is if the FSB speed or the Multiplier jumpers are set to non-standard settings http://www.PCGuide.com/ubb/biggrin.gif.......You might want to get some assistance from a technician on this one before damage is done to your cpu and motherboard.
Additionally, the Intel P4 chip is "clock-locked" anyway.....if you are trying to use it at ANY other settings than Factory approved...it wont work....(unless you go to some HUGE lengths to bypass the approved settings or have the right mobo with a "soft menu").

I'm putting a new Fat32 partition in my Head Drive...hope it speeds me up.......

What makes you think your cpu is underclocked? And like Randy said...you can't underclock a cpu simply by adjusting the voltage...too low and it wouldn't work anymore and too high you could burn it out...

It is very unlikely that you will be able to change the core voltage on an OEM P4 system...the board may have been designed ONLY for that cpu and you run the risk of destroying at least the chip and possibly other mobo components by playing with the voltage if you figure it out...

Sometimes when overclocking you have to adjust core voltage, but if I'm reading your post right you have a HP (Hewlett Packard) and off the shelf systems are almost impossible to overclock...

If the system works and is a 1.5 ghz P4...you should not have to do anything to the voltage...I think you may have gotten some bad advice somewhere...
