I understand that RAID Level 1 is a method of saving your information in the event of the mechanical failure of one of your drives, but is it helpful in the event your OS crashes? Will you have the OS problem on both drives?

What little I know about RAID you could hold in a thimble and still have room for 3 penguins to do swan dives, but I'll take a guess that if it's the OS that's in trouble, seems it would be a problem on both drives.
I may be wrong, and probably am, it's just a guess...

If the OS crash is caused by file corruption, file deletion, a virus or file overwrite, then yes the Operating system is trashed on both drives. Any problem that would crash your system on a non raid system will have the same effect on a Raid 1 system.
The purpose of Raid 1 is simply to prevent data loss due to hardware failure, no more no less.

And yes, penguins do come in flocks. But they're called "rookeries". Virtual Antarctica Science (http://www.terraquest.com/va/science/penguins/penguins.html) has a good article about them.
