my motherboard has a 4X AGP slot can a GeForce 6800 with a 8X AGP slot work? I wanna play some of the newer games like gothic 4 and elder scrolls 4.

The 8x card should be backwards compatible with the 4x slot. If it doesn't work, a bios upgrade is probably needed.

Maybe someone else can help you wiggbuggie, but I have no experience with the current versions of those games let alone the newest versions. How much improvement you will see with the new video card depends on what you have now including the rest of your computer. A computer with a 6800GT or Ultra GPU is not what I would call high end, even for AGPx4, by today's standards. The 7800 is a considerable step up over the 6800, but I'm not sure whether is worth spending much money to upgrade an older computer.
My own opinion is that I would want to get a newer computer with PCIe graphics capability before spending my money on a high end video card for an AGPx4 slot.
Also Not all mother boards support the voltage of the 8X agp cards
You will need to check the mother board spec sheet to see what it supports
A bios update doesn't mean it supports dual voltage
