Can not connect

i tried everything to connect. i bought a new cable new network card. nothing changed. before i formatted everything was alright i guess it is software configuration.

the pc also does not apply any network card settings in start run cmd ipconfig there are always same old numbers. IP and DNS are only auto can enter manual adres but they do not apply, and no chance to enter anywhere gateway adres.
