Also what games are you running?
By half do you mean they are near unplayable?
Have you updated drivers?
Have you made any hardware changes recently?
Any overheating?

Hey thanks for your concern first.
Also what games are you running?
Bioshock, Portal, UT3 and Guitar Hero 3.
But when one game runs slow all of the above do till I restart a few times, then all games run fine.
By half do you mean they are near unplayable?
No in fact its nice sometimes, UT3 in Slo-Mo = Killing everyone ^^
But sooner or later it sucks. The game is running smooth but slow.
Have you updated drivers?
yep I did, though the entire system is nearly new
Have you made any hardware changes recently?
No
Any overheating?
No I dont think so. There was no message or bluescreen.
Theres nothing overclocked, too.

Ok have you tried lowering the setting like the AA and AF in Nvidia control panel and see if it still runs just as slow..
I have played portal and i have near same specs as you and i get 80FPS so i think its defiantly something wrong

Ok when I lower all the configurations in portal to minimum I have 300 fps
when I maximize it all I have 200 fps. But its still running slo mo even the sound and the videos.

try ending all programs execpt explorer.exe and taskmgr.exe and anything in the category of network, system, local service, unless you need the program to safely run the game.

Thanks for the help but nothing changed...

I rebooted a few times until portal runs normal again, and now i have constantly 60 fps with highest config.
So the Slo-Mo isn`t occuring because my systems lacks performance, but it somehow doesnt uses its potential. It just runs slo. But with 200 fps.
Did you ever here about something like that?

Did you ever here about something like that?Yes. It happened to me once, long ago...
Perhaps you would like to hear the tale? :D

Long ago, in the beforetimes...
I built my first computer during the 2000/2001 holiday season (right about this time in 2000 was when I gathered the last few major components). It was my first, and thankfully it was mostly jumperless. I did my research, learning about computer stuff for a full year before buying my first component (the case). But even then, I didn't know everything that was required to get a Windows-based gaming system running flawlessly.
With my first system done and under my belt, I went crazy on the games!! :D I upgraded from an old "family PC" from 1997 to a modern 2001 $1200 gaming powerhouse! I bought dozens of games in that first year, plowing through them in multitudes late into the nights! Older games and new games alike! Even all the old games that the ancient "family PC" could barely run! And it was awesome! For instance, the load times for Fallout 2 were reduced from 3-5 minutes on the ancient "family PC" to a mere 1-7 seconds on the new modern gaming powerhouse! It was insane! And so was I... so insane... so happy... ;)
Then I hit a snag. I don't remember what game it was that originally caused the problem, but it did the slo-mo thing. And then after that, until I rebooted again, my entire computer was in slo-mo! All games were slo-mo! :( Like you said, it's kinda fun at first, but then it quickly degrades into an annoying problem when a so-called 5 minute deathmatch game turns into an hour. Back when I had this problem, it wasn't just one thing that wasn't working. Not like a "switch" you can hit that "fixes" everything. It was a system-wide incompatibility problem. It was a combination of several things, including errant BIOS settings, older hardware drivers, and the generally bad practice of letting Windows manage your resources by itself.
So what's the ultimate problem in this case? I don't know. List all your BIOS settings, hardware drivers, and Windows resource management data! :p

Whoa what a story, it seems like I really do have the same problem you went through.
And now my hope has grown to find a cure for my weakening machine.
I uploaded an everest system report here (http://docs.google.com/Doc?id=ddrfpfnr_44czx5p3cv)

Oh my! Let's go through your temps!
What are your CPU idle and case/system temps as listed in the BIOS after letting your system sit for 20 minutes?
