Why is it that I
have to capture a printer port each time I switch from my local printer to a
network printer? Isn't LPT1 just for local printers and not network
printers?

Yes, LPT1 is just used for local printers. Network printers are accessed through the network, rather than LPT1, since there's no way LPT1 can be connected to a printer in a different room, for instance. Network printers are accessed through either the LPT port on another machine (workstation) or a print server.
I don't know why you have to capture a port every time, seems like for some reason your computer is not saving its settings. Check your folders properties, or maybe you have a setting in Network properties, and see if you can find "Save Settings on Exit".
