Adding text to photos

I need a program that adds text to photos. Prefer a free download, if available, and one compatible w/ windows vista. Suggestions, please!!!

Does Vista have the Paint program? If so, that is a free option.

Yes it does have Paint.

Paint does it pretty well as does IrfanView (http://www.irfanview.com/) (for free in Vista) and which can easily set a coloured or transparent background to the text entry.
