Network Share Without Internet

I want to know if it is possible to set up computers using an ethernet router (Linksys) to share files and a printer without an active internet connection. The school he is at does not allow internet.

Three of his roommates want to share a single printer and setup shared folders on each computer. Is this possible? Is it setup the same way?

Yes it is possible. Just connect all computers to the router, and enable file sharing in Windows.

The only difference is that no cable is connected for the WAN port. The Local network is still active and resources on the LAN can be shared.
I would suggest sticking with a wired router.
