I don't have enought experience in transfering but I have a similar problem.
I have a problem with my HD crashing with the following message:

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll. Please re-install a copy of the above file

If you could tell me how and where I could find this file I would be very thankfull

Bear with me. :)

1. Does your PC have a floppy Disk Drive?
2. Which Windows version are you attempting to load?
3. What is the name of the folder holding the Windows files? Windows? WINNT?

Make this Windows NT 4.0, 2000, XP, Server 2003 boot floppy disk (http://www.nu2.nu/bootdisk/ntboot/) and boot from that.
During startup [booting from the floppy] you will be presented with a menu of choices as per the boot.ini file included on the floppy.
The Windows folder named in the boot.ini settings must match the name used for the Windows folder on the Windows partition on your HDD. [Windows not WINNT in your case]
Choose to boot the physical drive and partition that holds the Windows installation [1st physical HDD, 1st partition?]
If this [good system disk] succeeds in getting you into Windows...
You then replace the boot file copies [boot.ini, ntldr, ntdetect.com] on the HDD with the good copies on the floppy.
You can edit boot.ini to eliminate the unnecessary lines.

If this fails to get you into Windows [because the problem goes deeper than the boot files] it will be necessary to try other possible fixes.
