Query on COMCTL32.dll

Hi all,
I use windows 98 on my PC with 128MB RAM and 8GB HDD. When win98 boots and aks for login, I get a message saying COMCTL32.dll could not be started. I visited some sites which said the following solutions:
1. extract the comctl32.dll and .ocx file from win98 CD
2. copy from other working system
3. try file checker/ sysdedit
I did all these but also I am unable to get any icons,buttons on the desktop.
My question is what is the fuction of comctl32.dll and how to get rid of this?

Found this "The Comctl32 Dynamic Link Library provides functionality for many Windows common controls such as toolbars, list boxes and other items that make up a Windows program as you see it on your monitor" at wininfo (http://www.createwindow.com/wininfo/comctl32.htm). So, sounds like you don't want to get rid of it! Obtaining newest version (http://support.microsoft.com/directory/article.asp?ID=KB;EN-US;q186176) from MS.

Might need this for the icon problem IconCache file (http://www.techadvice.com/w98/I/IconCacheFile-rebuild.htm). This sounds similar to this post (http://www.pcguide.com/ubb/Forum2/HTML/001931.html), but hoping not because know that he did a complete start over and reinstalled Windows and has fixed the problem that way.

A couple of other things to check:

Does it do this when booting into Safe MOde?

And have you changed anything lately (backgrounds, wallpapers, desktop themes)? If so you may want to check the color scheme and make sure that you aren't using the same color for the button as the background...

I haven't changed any wallpaper or screen saver. This problem comes even in safe mode also.
