OS: Windows XP. It's more of an annoyance than a problem, really. A coworker's machine has all text underlined on the icon labels, even in Control Panel, etc. I looked all through Display settings, and My Computer>Properties>Advanced>Performance and didn't see anything to get rid of the underlining.
