Welcome to the PC Guide.
:)
Yes you can change your computer language to English.

Jumping from switching the language to English to computer programming is a huge leap. Programming is writing code that runs the PC.

Let me ask a in different way , what is your background?
How much experience do you have on PCs?
Some of us started with computers in our youth, others have picked them up in our older ages. We have members who are 13 and members over 80 in years.
What do want to be able to do with a PC?
We all started somewhere.

Just to say there is a difference between changing the Language/RegionalOptions to having the whole of Windows in one or another language. If you want an English version of Windows that would need to be installed. Language Locale and Language Version (http://www.microsoft.com/globaldev/DrIntl/faqs/winxp.mspx) are two different things.
All Programming is in DutchThat would depend on what program software you were trying to use. Whether you mean programs are in Dutch rather than programming is in Dutch has a very different meaning.

Two of the most useful resources for helping you get started are of course Google (http://www.google.ie/search?source=ig&hl=en&rlz=1G1GGLQ_ENIE267&q=Computer+Basics&btnG=Google+Search&meta=) and Wikipedia (http://en.wikipedia.org/wiki/Computer_programming).
