see the buttons on the front of the monitor?
one of them is power, this one is usually lit

another should be "menu", + and -
they should bring up the menu. (one of them at least... they should be labeled)

one of the options is "brightness"
turn it up.

As ajmukon says with the addition...
The way to adjust for best combination of brightness and contrast is...

1. Turn down the contrast as far as it will go whilst retaining an image.

2. Turn down the brightness until there is only just an image still showing.

3. Turn up the contrast until the image looks good/bright.

Job done! :)

hmmm..
what is the brightness set to in the control panel of the GPU?
Are the cables hooked up completely?

What is the "color temperature" (some number in K i think) Is that set to max?
try changing it.

color temp is a monitor setting.

On this monitor [hardware] I can [and have done so] turn up the color intensity for all 3 colors [red, green. blue].
If I turn all 3 down as far as they go, the color almost goes to black and white [monochrome].

Are the cables hooked up securely?

if it is not this, and the monitor is new, RMA the thing

Return it to manufacturer. (i actually do not know the exact meaning of R.M.A.)

if it has always been like this (ie, low color, not bright), it is a manufacturer's defect.

most likely a bad lamp behind the screen.

FYI: not impossible to replace, but not recommended, for
messing with a monitor+inexperience+power/capacitors can = death

the monitor is a High Voltage system.

R.M.A. = Return merchandise authorization.
