Advert popping up

When online a window keeps popping up saying that server is busy. If I want to correct the problem I should 'switch to' or the other option is 'retry'. Switch to gets me to 'start' then I have no idea what I should do, the option retry after clicking a few times opens up another window with an 'Ad from Outerinfo', which I can close. Any idea what I could do to avoid getting this window popping up? I have Norton Antivirus always switched on and own Firewall always on too.

I suggest that you do NOT visit that page... This is malware and that is the site of the beast... I would not trust their uninstaller to uninstall without leaving themselves a backdoor or spy...
