You can not take windows installed on another system and put it in a new one, it will not boot. However, your files will all still be there and you can recover your data (music, pictures, emails, etc) to the new hard drive. But you will need to reinstall windows and your programs.

No that is the wrong type of drive. It is a PATA, with your new system you will want a SATA 3.0G drive like this one (http://www.newegg.com/Product/Product.aspx?Item=N82E16822136161) for instance. You can hook up and use your old hard drive, you can even wipe it clean and install windows on it if you want. But if you buy a new hard drive you will want a SATA drive. They are faster and easier to use with better cabling.

You can hook the old drive up to the system and transfer them over to the new drive directly. There are also several other ways to get your data off the drive if needed.
