it is a Q6600 2.4ghz on an ASUS P5N-D LGA 775. This is the first dual/quad core PC that i've built. I have attached a pic of what my AI Suite is telling my my system is running at.

Why isn't it running near 2.4? Is it because it doesn't need to unless I push it?
! more problem. I have 4GB OCZ ram, the system is only recognizing 3.5gigs? WHats the deal?

I think it is because your multiplier is set at 6x i think it should be at 9x
but this may be due to intels speed stepping or something to save energy it lowers the clock speeds when idle to save power
You may need to go into the BIOS setup and make sure any 'throttling' is turned off.
Also, what OS are you running? If it is a 32-bit anything, 3 to 3.5 GB is the upper limit of usable and often visible RAM.

im running xp home
For XP Home 4 GB is overkill...
1.6 is normal
Even with the bios set to disable throttle
start a cpu intense program ( cpu Burn for example) and watch it jump up to 2.4

i use XP home because i don't feel like buying vista :O
thanks for everyone's help.
For XP Home 4 GB is overkill...
But it makes future upgrades easy
No need to search for matched older memory at upgrade time
"A problem I have run into in the past"
That is why I built my last two XP quad core systems with 4Gb in each.
The both see and use over 3.n? Gb even in XP
! more problem. I have 4GB OCZ ram, the system is only recognizing 3.5gigs? WHats the deal?
This is a limit imposed by the 32 bit OS
Dual boot into linux or a 64bit version of windows and it will see and use the last .5 Gb
With 4Gb installed even your 32 bit version is going to gain a little bit of performance
By allow the OS to use and not need to swap out the Upper memory allocation
