i bought a new computer

p4 2.8ghz processor but i shows only 1.3 ghz speed .what is the reason.motherboaed proclem or processor problem

Bios not set to auto detect the CPU
Start there

If the Bios is set correctly and show it as 2.8
Then it may just be a step CPU.
Runs at top speed as needed by the OS
