Desktop warning and can't CTRL+ALT+DEL

There is a message on our desktop that states "spyware threat has been detected on your pc - click here to scan your PC for spyware".

When I try to CTRL+ALT+DEL, it says "Task Manager has been disabled by your administrator", but I'm logged in as a used with Administrator rights.

Help!!!
