Hi JayVee,
No you do not need the same OS on the different machines. They don't even have to be the same manufacturer.
What governs your network speed is the NIC, the grade and length of wire between the machines, and, if using one, the hub or router.

You might have a problem with file sharing running Win 9X(Win 95, 98, 98SE, and ME) PCs and Win NT(Win NT4, 2000, and XP) PCs using NTFS file system but no problem concerning the speed of the network

Rond36, actualy, there is no problem with file sharing from any file system once going thru the network.
Think about all the different types of systems on the internet, and all you use to access is TCP/IP. There are many different network protocals to use on a network to communicate with different systems.

Will a Win 9X PC see a Win NT drive formated in NTFS as a network drive and transfer files to and from it?

Yes, in a network is the only way a FAT file system user ( like 98 ) can see an NTFS partiton-it's part of the network protocol's that W2K recognizes the request from a 98 and ensures it has files available, as long as there is a user account from the 98 machine on the W2K server and it has permissions to connect.
