No bootable device

I am trying to build a new pc.

This is an atom based D945GCLF.

I have connected an external dvd device via usb.
I have put in my vista dvd.
I have a sata cable to my hdd.

I powered on and have a message:

pxe-e61 media test failure, check cable

I am not sure how to check the cable ... it is connected.

What can I do ?

What is the boot order?

Is the optical drive detected by the BIOS? The hard drive?

I tried to change th boot order, to not effect. But thanks for replying. I have now sorted this by hooking up a dvd drive through the ide, loading s/ware then discarded.
