Which one cools the system more, liquid cooling or a PC Air Conditioner?

Liquid cooling. By far. Better thermal coefficients, pressure/density, and heat capacity.

Liquid cooling and come on it looks awesome ;)

but it does really depend on what parts you get on how well it cools your PC
