well
-For starters one has single core and another has dual core (two cpus in one die)
-The P4 is alot slower it may have higher clock speed for does not have as much power as the E2100
-The E2100 is on 65nm architecture were as the P4 is 130nm
-The E2100 will run alot cooler
-The P4 is very old now some way over 5 years

Why you ask?

The Pentium Dual Core E2100 does not exist. There are five processors in the E2000 series.

E2140 1.60GHz G0, L2, and M0 stepping
E2160 1.80GHz G0, L2, and M0 stepping
E2180 2.00GHz L2, and M0 stepping
E2200 2.20GHZ M0 stepping
E2220 2.40GHZ M0 stepping

All are "Allendale" core processors based on Core 2 Duo technology and have a 800MHz FSB with a 1MB L2 cache

These processors are more or less a continuation of the Core 2 Duo E4000 series. The E4000 series has 2MB L2 cache.

All of these processor and even the Intel Celeron E1400 Allendale 2.0GHz 512KB L2 Cache would be faster then any P4 2.8GHz processor

All but the E4000 series processors cost less then $100
