double clicking on some .exe files leads me to long waiting

some times when i press on an .exe file the mouse pointer changes expressing the busy state but after few seconds the pointer returns to its normal state and the .exe file doesn't run. for example i tried on my friend's PC to open the registry by typing in run box " regedit " but the operation described above happens and no regidtry editor run. why that happenes ? what's the problem ?
note that : there is no viruses in my friend's PC cause i scanned his PC uisng Norton antivirus and no viruses were found.
