loadQM

I've heard a little about this loadQM mystery program that loads up everytime I start up. I gather it's a MS tool to track us. I want to delete it but am unsure if that's safe. Can I just get rid of it? I get nervous deleting stuff in my Windows file. Anybody know a good way to rid myself of this?
