before I dual booted to win98/winXP and just had win98se my average download speed was 711kbps.
since the winXP install my average download speed has dropped to
507.
same NIC- accton EN-1207D seies PCI fast ethernet adapter, which winXP incorrectly identified as an EMC- easy CARD 1211t, but it worked (just about 200kbps slower)
I had done every tweak I could find available and followed advice from the network gurus @ dslreports dot com, and still only around 507 avererage download speeds.
went the other day and installed the updated drivers for my sound card for winXP so that it now correctly identifies the card, was hoping for an increase but no go.

I have enabled the QOS and limited it to "0", so the inherent 20% winXP wants to save for itself isn't the problem.
I am no longer networked to another machine and still no difference.
however- the machine I used to be networked to is still sharing the DSL modem, just not going through my pc anymore.
I disabled network bridge, so that's not it.
funny thing is, the other machine (win98se) gets 711- (what I used to get).. while I still only get the 507!!!
why??
I have tried moving all the plugs around and everything else I and anyone else has suggested, so I thouht perhaps someone here may have an idea or two.

Sounds like you already found it Sea.
If XP is incorrectly identifying your NIC, then you may not be getting full potential from it even though it works.
Try finding XP drivers for your NIC and see if that helps.
Since we know XP has had problems with some older parts (older then itself), you may have to upgrade to a newer card.

thanks, but here's the problem with that;
I did get the new drivers which now correctly identify my NIC, and what's more- I'm dual booted to win98se and now that also is limited to the same download (507)

About the only thing I can think of is some obscure registry setting...since XP makes it difficult to tweak the settings for things like the Rwin value and IP packet size, maybe you missed something....
Also didn't someone post an article that because of the difficulties with changing these values that XP was having problems connecting with certain highspeed providers?

Hi Sea,
I'm a bit out of my depth here, but I found this.
Increase your cable modem or DSL speed in XP
This tweak is for broad band cable connections on stand alone machines with winXP professional version - might work on Home version also. It will probably work with networked machines as well but I haven't tried it in that configuration. This is for windows XP only, it does not work on win2000. I use 3 Com cards so I don't know how it works on others at this point. It does not involve editing the registry. This tweak assumes that you have let winXP create a connection on install for your cable modem/NIC combination and that your connection has tcp/ip - QoS - file and print sharing - and client for microsoft networks , only, installed. It also assumes that winxp will detect your NIC and has in-box drivers for it. If it doesn't do not try this. In the "My Network Places" properties (right click on the desktop icon and choose properties), highlight the connection then at the menu bar choose "Advanced" then "Advanced Settings". Uncheck the two boxes in the lower half for the bindings for File and Printer sharing and Client for MS networks. Click OK From the windows XP cd in the support directory from the support cab, extract the file netcap.exe and place it in a directory on your hard drive or even in the root of your C:\ drive.
Next, open up a command prompt window and change directories to where you put netcap.exe. then type "netcap/?". It will list some commands that are available for netcap and a netmon driver will be installed. At the bottom you will see your adapters. You should see two of them if using a 3Com card. One will be for LAN and the other will be for WAN something or other.
Next type "netcap/Remove". This will remove the netmon driver.
Open up control panel / system / dev man and look at your network adapters. You should now see two of them and one will have a yellow ! on it. Right click on the one without the yellow ! and choose uninstall. YES! you are uninstalling your network adapter, continue with the uninstall.
Do not restart yet.
Check your connection properties to make sure that no connection exists. If you get a wizard just cancel out of it.
Now re-start the machine.
After re-start go to your connection properties again and you should have a new connection called "Local area connection 2". Highlight the connection then at the menu bar choose "Advanced" then "Advanced Settings". Uncheck the two boxes in the lower half for the bindings for File and Printer sharing and Client for MS networks. Click OK. Choose connection properties and uncheck the "QOS" box.
Re-start the machine.
After restart enjoy the increased responsivness of IE, faster page loading, and a connection speed boost. Why it works, it seems that windows XP, in its zeal to make sure every base is covered installs two seperate versions of the NIC card. One you do not normally see in any properties. Remember the "netcap/?" command above showing two different adapters? The LAN one is the one you see. The invisible one loads everything down and its like your running two separate cards together, sharing a connection among two cards, this method breaks this "bond" and allows the NIC to run un-hindered.
BroadBand connections
May or may not work, depends on your configuration. Add the Dword values shown below. Increases the number of buffers that the redirector reserves for network performance it may increase your network throughput. The range is 0-255. It is set at 100 here. make MaxCmds & MaxThreads have same value. The default is 15

as always - editing the registry can cause serious problems. If you don't know what your doing then don't do it.

With everything being equal on the two systems.
Have you attempted a test after a Nic swap?
I am also suffering from a Major Speed drop.
In my case it isn’t XP or 98se.
IMHO It’s the ISP who is at fault .
I did find it somewhat strange that after testing the connection with just about every available site in the mid west that the Only Sites speed test that Won’t load is My local ISP server.

that's the one thing I probably should do, but i can't get over the fact that BOTH of is are on this one connection and he gets what I used to get prior to XP install.
I have moved the plugs and exchanged cables with him too.

I know MS and XP like to take control over hardware.
To the point of adding hardware in Device manager that is Disabled in the Bios. ( Like USB)
Is it possible that when you installed XP that it accessed and changed the NIC internal settings?
I did a tweak to my 3com Nic’s But it had little affect

I have since updated the NIC drivers altogether hoping that would have done something.
I just don't know on this one, I am thinking I should un/reinstall the NIC.
also, have been reading the info that kfh provided, it seems somewhat involved and maybe something I'd like to try first thing in the morning (with a fresh cup 'o coffee)..
