I plan on buying either a E8500 (Core 2 Duo 3.16Ghz) or a Q9300 (quad 2.55Ghz) processor and using about 3-4GB RAM with a GTX280 video card. Standard DVDrom and 500GB hard drive.

This is all going into a brand new build. I plan on getting a very generic case if I can.

My questions is... Will the fan provided with the CPU and power supply be enough cooling for the processor I plan on getting? Would any recomend any additional cooling for this system?

Most new cases come with at least 1 additional exhaust fan port
If the new case doesn't have a fan installed by the manufacturer
Buy one (120mm) and install it

If your case allows for more exhaust fans
You can use them also and use a little slower exhaust fan
Cuts down on the noise from having only one high speed fan

Thanks for the advice.
Any recomendations on a low price and not flashy but very functional case?

Yes I think you should prefer to have a additional fan

If you are NOT going to overclock the Antec 300 is a good choice I hear:

HSF's?

With a GTX card and a Core 2 processor I definitely recommend additional cooling. Both of those parts get HOT. The CPU shouldn't be too bad and the stock HSF might be just fine, though I recommend setting it to always run at 100% in the bios. I have a quad core and it runs hot pretty much no matter what.

You should definitely grab a case that has at least a couple of extra fans in it. My Raidmax Smilodon case would probably be good for you. There are also tons of cases out there that have just a few fans in them but aren't too "gamery." Just shop around a bit and you'll find what you're looking for.

You find the 9800 GTX runs hot? Maybe your pc case doesn't move enough air, according to EVGA Precison Tool at 730 Mhz core. 1825 Mhz shader, 1200 memory my gpu is idling at 40C. In a room with temps at 68 fahrenheit. My gpu fan speed I have set to 80% (default its a measly 35%)

EVGA Precison Tool is a "must have" piece of software. You can control your fan speed with this in addition to being able to overclock. Monitor gpu temps and u can make it display frames per second. Easy to use interface too.

Well, if you are just looking for extra case fans that are cheap, here are a couple with some good reviews (other than noise maybe)

Syba 80mm Case Fan (http://www.newegg.com/Product/Product.aspx?Item=N82E16835199009)

or this Apevia 120mm case fan (http://www.newegg.com/Product/Product.aspx?Item=N82E16811998128) with LED's but not to expensive

both fans above are free of shipping, plus newegg doesn't have tax on it's products.
