There a number of different kinds of disk utility programs. Some test for certain characteristics (bad sectors, surface defects, etc.). Others are written to perform specific tasks (repair/recover corrupted files, or something mundane like copy disk contents to another disk). The term disk utility is pretty generic and has to be taken in context.

Under that assumption and pentachris' definitions, anyone who can throw a frisbee straight could be considered a "disk utility", right? http://www.PCGuide.com/ubb/tongue.gif
