Ok guys i am using Vista Ultimate sp1(downloaded from windows update)32-bit.so i want to format it due to some reasons.i've made two partitions ; one with windows installed n one for my stuffs(videos, musics n others)
Can i format the windows partition n do a fresh install of vista ultimate sp1 32-bit (i have the DVD) without having to touch the other partition??will it give any effect??or do i need to format all of my HDD??
Yes, you should be able to just format the Windows partition without doing anything to the other.

Isn't it superb that you can re-format the Windows partition, and re-install Windows afresh...
Whilst all your data remains safe and well and untouched on other partitions? :D
I have various user data files needed by Windows and programs all stored on their own on a dedicated small [1 GB] partition [D:]
e.g. See screenshot below.
When/if I re-install Windows I need only re-point the various programs at their data files, and they are back working as before without any loss [e.g. Address Book, emails, Firefox profile, My Documents, Password Vault backups].
I even have backups of all the data partitions held on an external USB HDD [plus image backups of C: and D:], so even if my HDD failed it could all be recovered onto a new HDD PDQ.
Hence avoiding the necessity to re-install Windows afresh.
