Not all of us understand the abbreviations that a particular gaming community attaches to their favorite game, so could you at least spell out the 'parent' game?

This mod totally converts GTA San Andreas and other games like Resident Evil 4. It gives them awesome graphics. If you got those games and you own a nice gfx card then you should definitely get this mod, it's free.

Does it increase screen resolution and allow anti aliasing and antisoptric filtering to achieve "awesome graphics?"

I just modify any game I want to improve through options.ini files.

Am not sure about screen resolution but yeah it allows anti aliasing and antisoptric filtering, adds bloom, reflection, water effects and so on. You can enable and disable some effects in the .ini file by changing the value from 1 to 0 and vice versa.
