That is an Aussie comedy show, it is rather funny if you like lampooning government ministries/departments.

That reminds me of my house; same as all my neighbours' houses. :)
With the roof tiles that blow off. :(

When it was newly built...
Or within the first few years of occupation...
We got normal [high] winter winds and tiles blew off almost all the houses in the estate.

Now I took the view that these winds were only to be expected.
Normal for a typical winter in this part of the UK.
So that meant the roofs were "Not fit for purpose", and the builder should put them right and make them "Fit for purpose".
Every 3rd row is normally nailed down, but they were not.

But that's not the view taken by the [well-known major] builder.
They insisted that everyone should claim their insurance.

But that means the [the insurer and then the] house owner pays...
Since it costs for insurance, and basically what you pay in you get back in claims.
The insurance company were quite happy to pay out.
No "Act of God" get-out exercised.
So everyone [possibly with the exception of the poor shafted owners] were happy with the arrangement.

After a decade or two the shelter-belt of trees planted upwind by the local council [the builder had made a total pigs-ear of the planting, and the council had to do a proper job] began to do it's job, so now we no longer lose tiles in high winter winds. :)
