ROM stands for read-only memory, which means you cannot write data on it. CD stands for compact disc, DVD stands for digital video disk. Both are, in short, ways to store data. DVDs are newer and more sophisticated, and as such can store much more data.

simply put, CDROM drives read CD's only, DVD drives read both CD's and DVD's.

Basically it has to do with the type of laser used. A CD-ROM uses an infrared laser while a DVD uses a red laser, which is a smaller beam. A smaller beam means that it can read and write smaller pits on the disk. Smaller pits mean you can pack more data on the disk.
The next generation will be blue laser CD-ROMs which will be able to hold around 25 GB per disk.
