uninstalling programs

When you install a program, the installation menu says you have to close all programs. But when you uninstall the program, is it better to close all programs as well?

It is not a bad idea for doing either and some will even do it in safe mode. It seems to be less problematic nowadays than with legacy versions of Windows. If in doubt (and this mainly relates to big bloated software) then not only set a restore point beforehand but consider making an image file of your system into the bargain.

Much really depends on the writers of the installation/uninstallation software. If they are any good there will always be prompts for what you should or shouldn't do.
