Problems with audio and video

I have a PC running windows XP. recently the video has gotten bizarre. If i surf the web with internet explorer, images are distorted. with firefox the same images appear clear. Videos run in VLC and windows media are very very distorted (colors are strange too), but quicktime videos play fine.

the audio is completely messed up. Lots and lots of static which has gotten progressively worse over the past few days.

i've updated the sound and video drivers with no help. any ideas on what could be wrong??! please help!
