If a usb started giving eror message when pluged in like this
F:\ is not accessible
The request could not be peformed because of an I/O device error.

It looks more likely to be a problem with the drive's surface or its file system - typically a drive with bad sectors. Is it a solid state flash memory drive or a spinning external hard drive...
... and is data recovery important?
It is an external hard drive that which connects to through the USB interface

It could be possibility that your USB data cable loose connection or it gone faulty. Replace your external hard drive data cable and check it. Have you check to connect it with another computer?

Connect it to some other PC's USB port to see how it performs there.
This [seemingly] identical problem was caused by a faulty USB ports and fixed by fitting a new PCI to USB 2.0 card (http://forums.pcworld.co.nz/archive/index.php/t-57886.html).
