Hi and Welcome.

A bare-bones-boot (http://www.paulski.com/zpages.php?id=1718) might helpful - particularly with a new build that has never functioned properly. Are you sure all the proper connections from the PSU are attached to the board?

Have you attached a case speaker to pins 2 and 8 on JFP2? If so any beeps with RAM removed?

This board has an option for an on-board VGA port which presumably you don't have.

With no on-board VGA and no speaker its going to be hard to know if there is a successful POST or where the problem lies without a lot of swapping of components.
