I've noticed higher response time monitor are much more expensive. Whats better a lower response time or higher one?

Lower is better. The response time refers to the time it takes a pixel to change from one state to another. Lower is better.
If a given monitor has a higher (slower) response time but cost more look at contrast ratio and brightness. Those two can bump up the cost as well. And don't forget connection types.
You also have to consider with some brands you are paying for the name.

Also you have to consider panel type. While a tn panel will give you up to a 2ms response time a s-pva or an ips panel will give you much better colour reproduction at about 5ms. The higher quality pva and ips panels are naturally more expensive which could also account for the difference in price.

If you've always bought the cheapest LCD monitor with the best reviews, then you've only ever seen twisted nematic. ;) Perhaps you will choose to be more discerning in the future. Or perhaps not.
