Some municipalities have bought into using automated speed cameras that send driver tickets in the mail.
The issuance of unattended speed camera tickets was successfully challenged in California by a policeman and was it declared unlawful to issue tickets without a sworn law officer using his trained judgment in the state.
Maryland communities have been using these cameras as an "easy" source of additional revenue, but teenagers have figured how to subvert the system and send tickets to innocent parties by making photo paper "fake" license plates:

In this case these are wealthy family's teens with the resources to make the fake plates.
What would stop someone from doing this with plate numbers from the local shopping mall or anywhere else?
