How can I tell from within windows (98se) or possibly from within my CMOS settings (AMI BIOS) what kind of RAM is in my computer?

You can't, unless you have a "jumperless" motherboard in which case the setting for the system bus should be visible in the CMOS setup.
Remember that those numbers are only ratings; the jumpers on the motherboard determine what speed the system is running at.
There are some benchmark programs like SiSoft Sandra that will tell you the bus speed of the system as it is currently running (I believe) but even that doesn't tell you the rating of the RAM modules themselves.
