I have 2 PC's and one cable modem connection in my home. I know all the ins and outs about networking the pc's together, my question is: To allow both PC's to use one connection and not have to purchase another IP address from te ISP, will I need to add another network card to one of the PC's or is there software out there that will allow me to use one of the PC's as a gateway and non-routable IP numbers.

You don't have to have extra NIC cards, all you need is software to share Internet connections. Windows 98 has Internet connection sharing available, and I have a couple of links around here somewhere with good info on doing it.
