Is it safe to del cookies at every boot (by adding the following to the autobat.ext)
for Explorer key:
deltree /y c:\windows\cookies\
for Netscape key:
del c:\progra~1\netscape\naviga`1\cookies.txt

Yes, it is safe to delete cookies. Only problem is, cookies stores some information about you; websites that you frequently visit know your preferences and your net cruising habits. By deleting cookies at every boot, your browsing will be slowed down somewhat, but this is really not a problem, especially if you have a fast computer. Also, deleting cookies will free up some disk space.
As for the particular commands that you should use in your autoexec.bat file, I think I would just use the options within Windows to delete the cookies. You can always go to your browser's directory and click on the cookies.txt file and then choose delete from the file menu.
If it were my choice, I would leave the autoexec.bat file alone and delete whatever you need to delete using the Windows OS.
