You can't.
It has been obsolete since the days of Windows 3.1 or Windows For Workgroups back BEFORE the daze of Windows 95...
If you desperately need it, your best bet would be a magazine CD from the days of Windows 3.1

You can also get it with Office97. It's an office suite I still use (believe it or not because I don't always want old files to be unreadable on other older PCs and the VBA in Access 97 is radically different from subsequent releases) but it always sticks this "Upgrade" to Internet Explorer 3.0 shortcut on the desktop (http://support.microsoft.com/kb/163776) as part of its installation.
