problem with AMD K7 CPU and heat sink installation

Can somebody give me instructions, or a website that i can use to help me connect my Athlon CPU with the heatsink, and then connect it to slot A. I tried to do it, but the heatsink keeps slipping off the CPU (its not tightly connected). I don't know what im doing wrong. What do the levers do at the top ends of the CPU? How do you make it so the heat sink stays on the CPU permenatly and tightly?

One more thing, I am going to use a little black electrical tape to tape the top portion of the heat-sink and the CPU together. I am NOT going to tape the part of the heat-sink that connects to the CPU if thats what you think. The heatsink and CPU are allready connected, and im just going to put some black electrical tape on the top. Will that work, or only cause problems?
