Vista color control - webpage login borders?

In Vista (using Vista Basic scheme) what setting in Appearances for desktop , if anything, controls the color of the thin borders around login boxes, form information boxes, etc?

Or is that an item that Vista doesn't allow users to change?

This website isn't too bad, but some pages can barely detect a login box or similar elements.
