Dell Latitude.

The mouse will drift around, usually going to a corner for about 20 minutes after boot and then work proper, sometimes it comes back.

Same problem in XP and Puppy Linux.

Sounds like it has a bad touchpad, the same symptoms with different OSes points to hardware as the culprit.

I would contact Dell by email, chat or phone and see if you can get a replacement; probably the complete palm rest. If you can there are good service manuals available on line for most models. Depending on the model eBay might get you a whole laptop for parts.
